The game is very different now than it was in Sampras' heyday. Less variety, bounce, and speed in the courts. Racquet and string technology has improved. There are better athletes playing the game...

You can't blame the surface for serving under 50%. If Raonic had more than a serve, he may have been able to make up for that....but this is pretty expected when he has a bad serving day.

Monfils is the best natural athlete. There are some "enhanced" athletes out there that give him a good run, but they don't really belong in this discussion.

What you really need to see is what shot wins the most points right off the yes it would definitely be a serve. Then you need to see who wins the highest % of points off of first serve...

Isner's serve is still massive on clay, still penetrates the court well and he can uses his spin even more effectively on the surface. Add that John's forehand is still big enough that it penetrates...
