He first raised the issue of luxury taxes in January, referring specifically to luxury estates and high-end cars. At the time Putin was serving as prime minister.

Finance Minister Anton Siluanov addressed journalists shortly thereafter to explain how such a system might work. Luxury taxes on cars would most likely be levied through transport tax, based on horse power. Property tax would be based on market value as appraised at various intervals.

A group of State Duma lawmakers introduced a bill on March 1 aimed at formally establishing a system of luxury taxation.

That is rather dedicated to the Western "socialists" for whom Putin is the devil incarnate. Of course liberals won't appreciate it, but this thread isn't for them. :wavey:

Well, Putin is a populist. So here is another populistic idea.

Questions arise:

1. What is exactly excessive / conspiciuous consumption?

2. What will be the consequences of approval of the law? My country is known for capital leaking abroad (normaly to offshore states) and amount of leak is pretty huge. Will a potential approval of the law lead to more leaks and therefore actual decrease of taxes? Not to mention that most of the property of Russian billioners is not in Russia...

Oh dear, comrade Gérard Depardieu will have to cut back on his foie gras consumption. But no sacrifice is too great to avoid moving to Belgium, I suppose.
