Mild namecalling is ok but do so at your own risk. I think those titles are 'ambiguous' enough, or lighthearted to not be directly offensive.
Necro-ing (thread resurrrection) is not really a good practice, generally speaking. In some cases we let it slide if there is some relevance (eg. a prediction thread) but otherwise we may send the thread back to the past. There are sometimes requests to bring old threads into the ruins and we may sometimes consider that.
I do not check every poll. They should ideally remain objective and unambiguous. I think only supermods or admins can fix poll names if they do not conform with forum standards so really even if I notice, again I can only have a superior edit these.

Few questions:
1) Can I call Federer and Murray names like "Chicken" and "Cockroachray" in GM?
2) What is the rule regarding bumping very old threads (circa 2005-2007)? There is a certain poster who has been doing this for the past few weeks and its mostly to bait people against RAFA.
3) Does the thread title rule (i.e. use the surname ONLY) also applies to WWW poll names? If yes, then is there a reason why certain "busy" WWW threads gets overlooked with fanboyish names in polls even after being reported?

I cannot tell you as I've never tried this before. The sum composition of notifications probably has a cap.

Just as an experiment, I was trying not to click on my likes notifications. Now it is around 70+. I strangely noticed that after around 60+ likes the notifications of other things like Quotes and PMs were not being shown consistently. Is this a bug? I wanted to know what the max. unread count

The Ruins' own guidelines section states:
"No threads specifically about any forum member are allowed. That allows others to gang up against them and is a form of Harassment."

I know there are "relaxed rules" in that area, but there are still some kind of rules, no? You can't even follow the rules you yourselves put there? I PM'd a moderator about this same issue a few weeks ago regarding the Yolita vs Miami Open thread and didn't even get a reply.

One user got banned for 10 days yesterday exactly for that.
