That's reasonable enough, but then the Ruins would seem to be a misleading title – "Ruins" implies that it's for threads that have collapsed or gone off the rails.

As Mae mentioned, it serves as a place for Mods to move threads while also being a place for "informal" or joke threads. Mine falls under the latter category. By placing it in the Ruins, I'm suggesting that the OP is not to be taken very seriously.

The name was voted on and I'm just happy that it is on the Forum now! You haven't been here long enough to know what this place was like without that one section.

Couldn't you prevent posters from doing this? (I've been active on another [non-tennis] forum where the equivalent board is called the Abyss, and topics cannot be started there.)
You can but the chief purpose was for lols and light level trolling. Eg. 'Murray is the biggest cockroach on tour'/Nadal will regain his hair in proportion to his success. Incidentally the thread in question could be set up in GM actually. We can move threads between forums upon request. But posters should not set in GM what should be in the ruins.

Don't see why should we, if people want to discuss something in a more relaxed/free style off the bat then why not?

I was surprised to learn that we can start topics in the Ruins; I had assumed that threads could only be moved there (by the moderators).

I don't see any real reason for allowing this. A case in point is I miss Djokovic:
