Not sure but if you are in the United States around 7-8pm eastern time would be the earliest.

i know the women's draw ceremony starts at 10:30 local time, 6:30pm EST

and it's all televised
so 4 more hours

at the site it says starting at 1 pm Melbourne time we can watch it happening? that 3 hours and 16 minutes from now!
