Nope, not common to start this early. You can still play two matches in one day with an 11am start. Particularly on hardcourts, there is the possibility of night matches. What Newport did was play two rounds of quallies on the weekend, then the qualifying round on Monday. Either of these solutions work.

It is common. A lot of these events have qualifying that starts at 9am. Especially challengers and futures, where most of these players probably usually play qualifying. :p

That was your only argument for why 9am is acceptable!! It is barely acceptable for me at junior tournaments. As a pro, I'd refuse :D
