I don't think it is a brace...it is lycra-type material. If I didn't know better I'd say it is something to keep the joint warm...

On t.v. it looked like it had his clothing sponsor's logo on it. He also had his usual "elbow" sweatband on his left arm & red shoes with his predominently blue/black attire. Overall a hideous combination of garb.
