Mexico has decent players in the 80s and 90s (Leo Lavalle and Jorge Lozano to name two). I don't know what has happened in the past decade or so, but no one from Mexico has been able to make a true name for themselves on the tour. Hernandez spent the late 90s as the great Mexican hope, but unfortunately did not pan out.

I'd like to know this as well, and a thread search revealed only this one.

Any clues as to why Mexico doesn't have a strong tennis foundation?

Great question, I always wondered that myself.
Considering that a huge legend like Pancho Gonzalez came from a Mexican family, you'd think there would be substantial drive in the Mex. tennis confederation to draw on the inspiration from that, at least in part.
Santiago Gonzalez is the only Mexican player in the top 300 right now.

I really have no idea why.
