Hewitt : 1 USOpen; 2 Indian Wells; 1 Delray Beach; 1 San Jose; 2 Scottsdale; Hewitt must have a total of 7 USA titles. Of course Hewitt also won 2 TMC but they weren't held in the USA. I will guess the answer is Hewitt. However, it could have been someone from longer ago. I know Rafter and Edberg won back to back US Open titles but am not sure if that's all they won in the USA tourneys.
