Players must sign for a tournament in a determined period of time. If the deadline passes and a player decides to play, then he must play qualies. As Evans was ranked high enough to be a seed in the main draw, they waited to see if he was going to qualify or not in order do make the draw. As he did, he is sorted as a seed. The same thing happened in Turkey this week, Balasz came from qualies and is the top seed.
