Is this tournament actual red clay or is the surface something like a red har-tru? I have only seen photos but it looks quite a bit darker than most red clay from what I've seen.

Real red clay. I think one recent year it was green hartru, but the other years they hire a European clay court company to make the surface for them.

It's at the River Oaks club and that has been red clay for a long time. The har-tru that was played at another club.

I did some more research on this after seeing mention on Wikipedia that the court is actually maroon har-tru. The company that makes har-tru has a red clay product called American Red Clay that is not simply "maroon har-tru" but also not exactly the same as typical red clay either. According to their site they did the courts at River Oaks. More info here http://www.leetennis.com/redclay.php

They played on the green Har Tru at the Westside Tennis Centre the last year it was held there, which I think was 2008.

My dad went to the river oak tennis club when he was young , but my dad is old and so that is so many years ago, but he said it was har tru. but idk now , they may have changed

That was true when it was at Westside, and they used the same clay as Roland Garros. It's at River Oaks now, is there any info on the tournament website about the surface?

is faster than Miami, Indian Wells, and possibly Montreal.

There is no info on the tournament website, but as I said the company that did the courts says it is their American Red Clay product which also bears the HAR TRU label as seen above.

For more confirmation of the surface there is this article which also describes the courts at River Oaks as American Red Clay, installed in 2005 (note that this article is about River Oaks winning the rights to the tournament and was written after the final one at Westside):

and then there are of course all of the photos floating around of the court in which you can see it really doesn't look like normal red clay, but rather closer to a maroon or brown HAR TRU. for example:
