He's played 21 matches the entire year. He even skipped Roland Garros and Wimbledon! It's not like he performed well at big tournaments either. He even skipped a few 1000's.

That is based on 52 weeks. Most of his points will drop down this fall during indoors season. When he comes back in 2010 he will have 665 points and will be ranked somewhere at 80-100th place.

At the moment only 13 other players have more points than he has.

He won Stockholm, made a 1000 Final, and a few smaller tournament F's and semi's. A few other early round exits at 1000's and grand slams make him the 14th best player in the world right now!?

they don't make him the 14th best player in the world right now, they make him the dude with the 14th-highest ranking points right now.

Points don't simply drop off at the beginning of the year and start anew

It's actually because of the new ranking system.
This year is a transition year and the points from last year worth more.
Not that it matters, because he isn't going to play this year anyway...

Why can't ppl just learn how the ranking system works and deal with it?

2 titles(Stockholm, Sydney) and 2 finals (Paris, basle)

Spectacularly average performances in other big events. 3rd round US Open, IW, Monte Carlo, Barcelona.

1650 of his 2465 pts are from october/november. If he's not back to defend those, he drops to 70ish.
