Quick Davis Cup question

Just a quick question , how many people are in one davis cup team for a tie, is it 3 or 4 ?

From the roster list I see it's always 4.
2 singles player, 1 doubles team = 4 people.

Player A1 vs Player B1
Player A2 vs Player B2
P A3&A4 vs P B3&B4
Player A2 vs Player B1
Player A1 vs Player B2

This website gives full details. A country has to nominate a minimum of 3 and a maximum of 4, excluding the non-playing captain, but they do not all have to play. A singles player can be part of the doubles team, and there are occasions when only 2 players actually play. I am sure there are dozens of occasions where this happens, but I have found one as an example, GB v Sweden 2002, where the British team was Henman, Rusedski, Lee and Delgado.
Henman and Rusedski played both singles and doubles, and Lee and Delgado did not play a match.

Or for example when Ljubo and Mario only played for Croatia in 2005. throughtout the whole year. Think Roko played against one of the Bryans when it didn`t matter and Karlo played against Tursunov also when it didn`t count. But every countable point we won with Ljubo and Mario.
