Other Americans joining Dent are John Isner — one of the tallest men on tour at 6 feet, 9 inches — Wayne Odesnik and Ryan Sweeting. Joining the Americans are Kevin Anderson of South Africa, Alex Domijan and Lester Cook.

The main draw entry list and qualy list come out on different dates (6 weeks and 4 weeks prior to the start of the tournament, respectively). Belluci's ranking (and many others) were different on these dates. Entry to the main draw is determined by one's place on the list coming out 6 weeks before the start of the event (not the one you linked). A player's improved or worsened rank after that deadline, therefore, is irrelevant to whether or not he gets into the main draw.

I think it's only because the qualifyers entry-list is made later (3 weeks before the tournament), to give the players time to apply if they want,

whereas, the main draw entry-list is made 6 weeks before the tournament for organization reasons.

Santoro's best Masters last year was Miami, so we could be seeing the first banning pretty soon (presuming he doesn't show up for promo duty, which wouldn't be much of a protest).

I'm not sure they could apply it so quickly, the suspension decision may have an official form, there's a possibility for an appeal, the entry-list is out ... :shrug:
