There is nothing official at rafaelnadal.com yet. I hope Rafa will skip Dubai (and I think he will) but as of now he hasn't announced his withdrawal.

"I am very disappointed not to be able to compete in Dubai but the doctor has advised me to stay home and rest after the pain on my knee in Rotterdam last week. Nothing to be worried about but it needs some rest. I ask my fans and the tournament organizers to understand and I am sorry for this. Dubai is one of my favorite tournaments and I have always played there. The field is always great and more important the crowds are always supportive. I expect to be back in competition the following week for the Davis Cup tie in Benidorm against Serbia and then traveling to Indian Wells and Miami after".

An article in todays Daily Mail (UK) indicates that the ATP may cancel this event for Dubai banning Israeli palyers -(It is not clear if they mean this year though!)-

ATP Dubai
Senior ATP officials have flown out to Dubai to try to salvage the growing Israeli visa crisis after hearing that doubles specialist Andy Ram is likely to be barred from next weeks Barclays Championships in the UAE.

The UAE bans Israelis from visiting the country and prevented Rams compatriot Shahar Peer from competing in this weeks womens tournament.

And a refusal to also issue Australian Open doubles winner Ram with a visa could have serious ramifications, with the ATP mens tour believed to be considering cancelling the lucrative event.

The 28-year-old said: I hope they have learned from their mistake in barring Shahar. I just want to receive a visa and play.
