It isn't a surprise at all, since whenever Federer is playing doubles, it is with his old buddy Allegro. He played last year with Yves Allgro in Dubai too.
It has become pretty rare though, and the success hasn't been too great:

In 2006:
Dubai: 6-1 6-7(4) 6-10 vs Knowles/Nestor
Indian Wells: 6-7(4) 5-7 vs Gasquet/Grosjean
Monte Carlo: 6-3 3-6 10-6 vs Levinsky/Safin
6-1 6-2 vs Huss/Vizner
4-6 5-7 vs Bhupathi/Stepanek

In 2005:
Hamburg: 6-3 6-4 vs Ferrer/Hrbaty
4-6 2-6 vs Paes/Zimonjic
Halle: 6-3 5-7 6-3 vs Damm/pavel
w.o. vs Canas/Nalbandian
7-5 RET vs Bhupathi/Woodbridge
7-5 6-7(6) 6-3 vs J. Johansson/Safin (Title!)
Cincinnati: 7-6(5) 1-6 6-7(2) vs Friedl/Pavel

The two have also won the doubles in the two Davis Cup matches Federer played in 2005 and 2006 against GBR and SCG, respectively.

Anyway, I think the reason Federer plays the doubles from time to time is because he likes to play with Allegro and also to get some extra match practice in after long breaks, e.g. in Dubai after chilling 1,5 month post Aussie Open.

It's pretty obvious Fed plays doubles with Allegro because he (both of them, I gather) enjoys it. They've done so on many occasions before. Besides that, they're also good friends.

I also think he uses it just to try and get his touch and timing back in working order after a couple of week's rest. Extra match or two, bit of volleying practice, bit of fun, lovely.

He probably got some massive appearance fee for playing doubles in addition to singles. I mean, if he just wanted the match practice, he could have played DC. I'm not sure how all that works, though....

It's also always good practice because if and when he plays davis cup for Switzerland he'l play doubles with Allegro as well.

He used to. Career won-lost record is 3 - 8 (not counting the Challengers, of course).

I believe Fed did play with Safin once. I think they even won a title. I'm not sure which one.

I think he likes his apearance fee and feels a little honored too;). And of course he wants to play and practice for DCup more but most likely respects and understands federer's decisions.

Federer is a good doubles player:

DOUBLES CAREER TITLES (7): 2005--Halle; 2003--Vienna, Miami TMS; 2002--Moscow, Rotterdam; 2001--Rotterdam, Gstaad FINALIST (4): 2004--Bangkok; 2003--Rotterdam; 2002--Indian Wells TMS; 2000--Basel

The title in Gstaad was with Safin. He's done the singles/doubles title twice, and got a TMS title and finalist spot. Last year was the first time since 1999 he didn't reach a doubles final. In 2003 he was in 3 doubles finals, and won 2. He has the most doubles titles of those in the top 10.
