This year he is coming back from injury, and he is the type of player who needs matches to attain top form. It would make more sense to stay on clay, especially since he already played in South American tournaments. Now there is the additional issue of flying to another continent and flying back for IW/Miami.

That is the only thing, but still playing an additional tournament will not improve his chances by that much relative to the inconvenience of travelling back to Dubai and than going to IW. However it is his choice, hopefully it will tutn out well.
