I don't know what time it is in Madrid, here in Australia it was 12pm Sunday almost 3 hours ago, so how many hours away until the draw is finally released?

BTW, How come some of the Masters Tournaments have first round byes but others *such as Cincinnati* do not?

Edit: Maybe it depends on the size of the draw. But, if so, how is the size of the draw decided? What makes it 96, 64, or 48?
