As Gadgets Go to Class, Schools Try to Cope

T was like the scene from the movie "Fast Times at Ridgemont High," only for a wireless generation.

Elena Brooks was incredulous when a pizza deliveryman arrived at Bethel High School one day last spring with an order for a student who was in class.

Finding the culprit was simple enough. "Go into the room, tell everyone to turn their cellphones on and find out which phone has the number stored for the pizza place," said Ms. Brooks, the principal of Bethel High, in Hampton, Va.

When identified, the student said he had ordered the pizza because he had missed lunch. "He didn't see anything wrong with it at all, which was amazing," she said.

For Ms. Brooks and thousands of other teachers and school administrators across the country, the start of a new school year means more incidents like the pizza episode (which ended with its being confiscated). With cellphones and other electronic gadgets playing an increasing role in young people's lives, it is no surprise that they are an increasing presence in schools.

Among educators, it is mostly an unwanted presence. Cellphones go off in class, disrupting lessons. Students leave classrooms to make calls in the hallways. Others play video games or watch movies that they have downloaded onto their laptops. Some students even use hand-held organizers and cellphone messaging to exchange answers and cheat during tests. The problem is more common in the higher grades, although some devices, particularly hand-held ones like Game Boys, have trickled into elementary schools.

"There is a propensity for a lot of high-tech mischief if it's not controlled," Ms. Brooks said.

In response, many state governments, school boards and principals are struggling to draft policies that acknowledge the realities of a digital, wireless world yet minimize the potential for classroom disruption and cheating. Some schools prohibit all consumer electronic devices. Others ban devices inside the school but allow them on the grounds or after classes. Others allow them, but only if they are turned off or are out of sight. Policies on cellphones in particular have shifted in the past year, with some schools relaxing bans since Sept. 11.

"Every year we have a staff meeting about altering our policies — `What are we going to do this year in the face of new technology?' " said Dana Shelburne, the principal of La Jolla High School in San Diego. "We consider school a place where you come to do business. Anything that is appropriate to that business should come with you to school. Anything that has no connection should stay at home."

While electronic gadgets have been an occasional problem in schools for years — long before the digital age, for instance, boys were known to sneak transistor radios into school to catch what were then daytime World Series games — today the gadgets have proliferated and diversified. Cellphones, two-way pagers, Game Boys, hand-held organizers, MP3 players, digital cameras and even portable DVD players have made their way into schools.

Students are embracing gadgets with relish. At St. Petersburg High School in Florida, where a new policy allows cellphones, organizers and some other devices to be used only with permission, Mark Boyle, a 17-year-old senior, uses his phone as a daily planner, as a memo pad and, furtively, as a video game when he is bored in class. Even his locker combination is stored in his phone. "It's easier to get at than pulling out a notebook and paper," he said.

For many schools, the biggest issue is cellphones, which have proliferated because of low-cost calling plans and are now as much a part of many middle and high school students' gear as book bags. Some principals estimate that 30 to 70 percent of their students already own cellphones, with the highest percentages in suburban schools.

Over the last two decades, more than 20 states have banned cellphones in schools in under laws that limit the use of pagers and other electronic communication devices, generally as a way of thwarting student drug dealing, according to the Education Commission of the States.

But in recent years there has been pressure from parents to overturn such laws or local policies banning cellphones. With fewer families having a parent at home during the day, parents say their children need to carry phones so they can be reached at after-school jobs and activities.

The spate of school shootings in recent years and the terrorist attacks of Sept. 11 have heightened parents' concerns about staying in touch with their children.

"If there was an earthquake, you wouldn't know where your child was and they wouldn't know where you were," said Susan Oliver, the incoming Parent-Teacher Association president at La Jolla High School. "These rules have to bend with the times."

As a result of such pressure, some state legislatures are repealing their bans on electronic communication devices, letting individual schools and districts set policies. Maryland, Arkansas and Virginia have already overturned their bans and other states, including California and Illinois, have taken steps toward doing so.

"It was never my intent to make criminals out of children," said Mary Flowers, a state representative in Illinois who proposed the state's ban on cellphones and pagers more than a decade ago and is now seeking its repeal.

Principals are sympathetic to parents but are obligated to follow state laws. "If we have a national emergency or an earthquake, they want to have access to the students," said Christine Clark, the principal at John H. Francis Polytechnic High School in Sun Valley, Calif. "I can't argue with that."

Indeed, although cellphones are officially banned in many suburban high schools in the New York area, on Sept. 11 they emerged in force. Carissa Kison, 17, who attends Passaic High School in New Jersey, slipped into the restroom to call her father, who works in the city, to make sure he was safe. "My parents say it's good to have a cellphone on you," Ms. Kison said.

For now, the existing laws are putting educators in an awkward situation. Many are adopting an "out of sight, I don't mind" approach. As long as the phones are off and hidden, adults are willing to look the other way. But if the phones ring in class or are seen during school hours, they are confiscated and parents are often called to retrieve them. Teachers have also become conscious of how the text-messaging function on cellphones and two-way pagers can be used to cheat on tests. Repeated infractions can lead to disciplinary action.

Spencer Oliver, the 17-year-old son of Susan Oliver, says he does not "have enough fingers and toes to count" the number of times his phone has been confiscated at La Jolla High. His Palm organizer was also taken away once because it made noise in class. While he understands why his gadgets have been confiscated, he says the big problem is when his parents are asked to retrieve the gadgets.

"Sometimes my mom will not be in town, and my dad doesn't have time to get it because he works all day, so I won't have my phone for a week," he said.

After Virginia removed its ban, parents pressured the Hampton school district to allow students to carry cellphones but not to use them. That policy, introduced during the last school year, created headaches for Ms. Brooks, Bethel High's principal.

"For me, it's been more disruptive than it has been helpful," said Ms. Brooks, who has punished six students for cellphone infractions.

She said that a student recently called the school office and said some "inappropriate things" to a teacher on the phone. The school phone had caller ID, however. School administrators told students to take out and turn on their cellphones and Ms. Brooks then called the number.

"The one that rang was the one that had done it," Ms. Brooks said. "Adults are smarter than kids give us credit for."

But phones are not the only problem. Not too long ago Ms. Brooks found a student watching a portable DVD player in the cafeteria. She told him to put it away since it violated the school's policy against electronic equipment on campus.

"I was like, `Whoa, I can't even afford one of those,' " she joked, but she can foresee a day when many students can, presenting another potential disruption for principals to contend with.

Not only are small electronic gadgets distracting but they are also, well, small. They snuggle in backpacks. They slide into coat pockets. That means gadgets can be unobtrusive when they have to be but also have a nasty habit of disappearing.

"They are expensive, fairly small, hand-held, easy to misplace," said H. Stephen Hewlett, the superintendent of the Duneland school district in Chesterton, Ind.

Game Boys have become more popular in Duneland elementary schools over the last two years, becoming a distraction for both students and teachers. "They were being stolen and misplaced," Mr. Hewlett said. "We were spending a lot of time determining which Game Boy belonged to whom." So Duneland recently imposed an elementary school ban on video games, cellphones and portable music players.

Administrators and teachers say they do not want to be the gadget police, but since many state and local bans also apply to school events like football games, dances and class trips they sometimes have no choice.

Schools regularly conduct searches for drugs, alcohol and weapons before dances and games. Cellphones and other gadgets inevitably turn up in purses and pockets and are confiscated by the dozens — even hundreds. ("We were collecting boxes of them," Mr. Shelburne said.)

Kecoughtan High School in Hampton, Va., confiscates gadgets from students during metal-detector searches. "We cleaned them out last year," said Mr. Baker, the principal. "We could have opened up a Radio Shack with the ones they had."

But confiscating expensive gadgets carries some risks. Once the school lost a CD player and had to reimburse the student for $80. "Once we log it in, we are still responsible for it," Mr. Baker said.

Administrators say that gadget bans may become harder to enforce as the line blurs between entertainment devices and ones that promote productivity. Hand-held organizers are merging with cellphones (like the Handspring Treo), cellphones are mixing with downloadable music ( Motorola V2282), organizers become game machines — with the right software — and many laptop computers come with DVD players for watching movies.

"What happens when everything is wrapped into this one little electronic instrument?" asked Mr. Shelburne of La Jolla High. "I don't know what I am going to do."

Small Hand Vacuum or Broom Although the custodial staff cleans common areas including hallways, bathrooms, and lounges, the dorm rooms themselves are the responsibility of the residents - that's you. Microwave popcorn kernels, pencil shavings, and random campus grime gather fast, and frighteningly few students move in prepared to clean house.



20. Camera There are too many hilarious scams you can pull off with a digital camera and Photoshop that we can't list them all here. But they aren't cheap. Polaroids (we like the Joycams) and disposables work amazingly well without the hefty cost. You won't mind as much if they get dropped, wet, or mysteriously disappear. And you'll still be able to catch those wonderful memories on film, so when you are old and gray, you can prove to your grandchildren that you were once young and hip.

What to Leave at Home

Now that we've told you all the things to load into your trunk, here are a few items to leave behind. Candles, incense, and halogen lamps are all fire hazards and will be confiscated by campus security during dorm inspections should they be spotted. Offices of Residential Life take this rule extremely seriously; so don't expect to be treated as an exception. The same is true for most cooking appliances, including hotplates, coffee makers, electric grills, popcorn poppers, toasters, and sometimes microwaves. Space heaters, sewing machines, and firearms are a few other taboo items. Pets and high school sweethearts are also off limits. Check with your school's Office of Residential Life for a complete list of restricted items.



Transportation

Oftentimes, freshmen are not allowed to have a car on campus, so check your school's transportation policy. You might also investigate your school's policy on bicycle storage. Interesting to know, too, would be how many bicycle thefts are reported each year. You can request this, along with other crime stats, from your school's Public Safety Office. Depending on the size and location of your campus, you may want to consider bringing along a skateboard or a pair of in-line skates. You never know how cramped your schedule may turn out to be.



Location

Are you from Texas and going to Harvard? Congratulations, but Cambridge gets a little frosty in February. If you're unsure about what to bring or wear, contact your Office of Residential Life. It's their job to hook you up with the resources necessary to make your on-campus experience run as smoothly as possible. Do your part and research before the big move so you're not left out in the cold.

However, Eva, Kerrin is in contact with Lleyton's parents since years (5 I think) and it was okay for them that the site was the official one.

The problem isn't so much that Octagon is going to make a site themselves, it's the way Kerrin was treated in that e-mail rather.

They made it like Kerrin has been misinforming the fans the past years by claiming it was an official site.

It was written in such a way that, quite frankly, if I would be Lleyton's parents or himself, I would seriously question the PR ability of that person of Octagon who is supposed to take care of Lleyton's PR business.
