U.N. report says planet in peril

UNITED NATIONS (Aug. 13) - A U.N. report sets the stage for this month's Earth Summit with a sobering assessment of a planet where sea levels are rising, forests are being destroyed and more than 2 billion people face water shortages.

The report, to be released Tuesday, reviewed the most authoritative data from U.N. and international organizations about the use of natural resources.

Fossil fuel consumption and carbon emissions continued to rise in the 1990s, particularly in Asia and North America, according to the study. Signs of climate change linked to global warming were more apparent, including more frequent and intense droughts in parts of Asia and Africa and rising sea levels.

During the 1990s, the report said, 2.4 percent of the world's forests were destroyed, almost all in tropical regions in Africa and Latin America. The estimated total area destroyed - 220 million acres - is larger than the size of Venezuela.

U.N. Undersecretary-General Nitin Desai, who will lead the Earth Summit in Johannesburg from Aug. 26 to Sept. 4, said the report underscores that the world is at a crucial crossroads in the new millennium.

``If we do nothing to change our current indiscriminate patterns of development, we will compromise the long-term security of the Earth and its people,'' he said.

More than 100 world leaders are expected to attend the summit and adopt a plan aimed at accelerating economic development while preserving the environment.

The report by the U.N. Department for Economic and Social Affairs, which Desai heads, focuses on five key issues: water and sanitation, energy, agricultural productivity, biodiversity and human health.

The need to feed a rising global population - now over 6 billion and projected to reach 8 billion by 2025 - is exacerbated by an increase in food consumption, from 2100 calories to 2700 calories a day in developing countries, and from 3000 calories to 3400 calories a day in industrialized nations, the report said.

At the same time, it said, the capacity to produce enough food is diminishing, especially in developing countries.

The report found that global water use has increased sixfold over the last century, at twice the rate of population growth, and that agriculture represents 70 percent of this consumption. The greatest drain on the world's freshwater supplies is inefficient agricultural irrigation systems.

Meanwhile, about 40 percent of the world population face water shortages; by 2025 that figure is expected to increase to 50 percent, the report said.

``A top priority at the summit is the need to agree on policies and programs that improve agricultural yields in order to meet our long-term food needs,'' Desai said. ``Equally pressing is the goal of expanding sustainable agricultural practices, including the introduction of efficient irrigation systems.''

Despite some recent improvements, 1 billion people still lack access to safe drinking water and 2.5 billion lack adequate sanitation facilities, the report said.

More than 3 million people die every year from the effects of air pollution and 2.2 million people die from contaminated water, it found.

The great majority of those who die from polluted air are children in developing countries who suffer from respiratory infections, the report said.

The report praises some small-scale programs that address problems such as urban air pollution and child mortality linked to unsafe water. But it said these gains will be lost if action is not taken soon on a much larger scale.

Thousands flee European floods

PRAGUE, Czech Republic (Aug. 13) - Tens of thousands of Czechs fled their historic capital for higher ground Tuesday as torrential rains turned the Vltava River into a menacing cascade and unleashed more flooding that has now killed at least 88 people across Europe.

Churning toward Prague's Old Town, the heart of the capital and a popular tourist stop, the brown, swollen Vltava inflicted the worst flooding in more than a century on the Czech Republic. Officials said at least nine people died after more than a week of heavy rainfall.

Water engulfed Prague's historic Kampa island, flooding architectural gems dating to the Hapsburg Empire. Volunteers gathered around landmarks and scrambled to fill hundreds of sandbags in a desperate bid to save the city's treasures from rising waters.

Late Tuesday, cranes worked under floodlights and in pouring rain to pull up crushed boats, barrels and even a refrigerator and help the swirling river slip past barriers. Volunteers sprayed plastic foam into the cracks between the sandbags to prevent water from seeping through.

At least 40,000 residents of low-lying areas of Prague - a city of just over 1 million inhabitants - were ordered to leave their homes Tuesday, and a total of 200,000 were evacuated nationwide, Interior Minister Stanislav Gross said. The 340-room Intercontinental Hotel and the Four Seasons Hotel evacuated their guests at the peak of the summer tourist season.

But by 9 p.m. Tuesday, the threat to the Old Town appeared to be easing.

Czech television said the Vltava was expected to rise only by another foot, and Jan Buergermeister, the official in charge of the area, said even triple that would affect only the evacuated areas.

Weather forecasters in Prague were calling for the rains to move east, away from the capital, and diminish in intensity in the near future.

Emergency workers cleared bridges of hundreds of people watching the rising waters, but many tourists ignored the call to evacuate.

''This is a quite different experience than I thought I would get,'' said Mike McCloskey, 20, a student from Philadelphia who photographed volunteers building a barrier along the road leading to the river.

In neighboring Austria, where at least seven people have died, firefighters and Red Cross volunteers were stacking sandbags to hold back parts of the swollen Danube River, which flooded Vienna's port and some low-lying streets.

The Danube punched through dams in the town of Ybbs in Lower Austria province Tuesday, and emergency workers in hip boots gingerly waded along railroad tracks, pulling out debris. The Defense Ministry said 8,000 soldiers were battling floods in Upper Austria and along the Danube.

The flooding affected an estimated 60,000 Austrians, who either were evacuated from their homes or suffered flood damage, authorities said. In Salzburg province, more than 1,000 buildings were under water, and in the badly flooded Danube town of Krems, residents were urged to abandon lower floors Tuesday night.

''Upper Austria offers the image of misery - a land submerged in water,'' said Josef Puehringer, the provincial governor.

Most of Europe's flooding casualties were in Russia, where at least 58 people were killed late last week - mostly Russian tourists vacationing on the Black Sea who were ambushed by flood waters that swept cars and tents out to sea.

In Germany, where firefighters and soldiers stacked sandbags to reinforce strained river banks, a 71-year-old man drowned Monday night in flooding in Dresden, and a cascade of mud and water swept away two adults and a child Tuesday, German authorities said.

Numerous dams were in danger of breaking in towns along the Danube near Passau, a city on the Austrian border whose old town was completely submerged Tuesday.

In Romania, flooding and strong winds killed at least seven people in recent days. In the eastern part of the country Monday, a small tornado struck a house, killing a 24-year-old woman and her 17-month-old baby.

Czech Prime Minister Vladimir Spidla, who declared a state of emergency Monday night, deployed 4,000 soldiers throughout the country, and President Vaclav Havel cut short a Portugal vacation because of flooding that destroyed or rendered impassable more than a dozen bridges.

Officials called the flooding Prague's worst since 1890.

''It's bad,'' said Jiri Zboril, a 41-year-old bookstore owner moving volumes to the upper floors of his sandbagged building.

Earlier Tuesday, the Vltava rose 19 1/2 feet above normal levels, flooding four districts near the city's historical center and prompting Czech television to broadcast a plea for sandbags and volunteers.

''I've been here all day,'' said Denis Kasicin, a law student from Moscow helping to pile bags. ''I came because the water won't choose who it will affect - a Czech, a Slovak, a Russian ... that's why I have to work here.''

Authorities, meanwhile, kept close watch over what was considered the weakest point on the river - a low embankment near the Four Seasons Hotel.

Stores and offices lost power by mid-afternoon, forcing many to shut down, and the Prague Stock Exchange suspended trading. Hundreds of people hurried through the cobblestone streets, rushing to get home before transportation links shut down.

At the Zoological Garden on the outskirts of Prague, about 400 animals were moved to higher ground. They included two rhinos who were moved with a crane and four gorillas who were sedated. A fifth gorilla was missing but presumed to be hiding within the zoo.

Zoo employees had to euthanize a 35-year-old Indian elephant called Kadir after he ended up stranded up to his ears in a flooded part of the zoo and was in danger of drowning, a worker said. A hippopotamus that escaped from its corral in the chaos and became aggressive also had to be put down, the worker said.

"Asian Brown Cloud" poses global threat

HONG KONG, China -- A dense blanket of pollution, dubbed the "Asian Brown Cloud," is hovering over South Asia, with scientists warning it could kill millions of people in the region, and pose a global threat.

In the biggest-ever study of the phenomenon, 200 scientists warned that the cloud, estimated to be two miles (three kilometers) thick, is responsible for hundreds of thousands of deaths a year from respiratory disease.

By slashing the sunlight that reaches the ground by 10 to 15 percent, the choking smog has also altered the region's climate, cooling the ground while heating the atmosphere, scientists said on Monday.

The potent haze lying over the entire Indian subcontinent -- from Sri Lanka to Afghanistan -- has led to some erratic weather, sparking flooding in Bangladesh, Nepal and northeastern India, but drought in Pakistan and northwestern India.

"There are also global implications, not least because a pollution parcel like this, which stretches three kilometers high, can travel half way round the globe in a week, " U.N. Environment Program chief Klaus Toepfer told a news conference in London on Sunday.

The U.N.'s preliminary report comes three weeks before the Earth Summit in Johannesburg, which opens on August 26, where all eyes will be on how not to overburden the planet.

Global threat
While haze hovers over other parts of the world, including America and Europe, what surprised scientists was just how far the cloud extended, and how much black carbon was in it, according to A P Mitra from India's National Physical Laboratory.

Asia's brown haze is altering the weather, creating acid rain
A cocktail of aerosols, ash, soot and other particles, the haze's reach extends far beyond the study zone of the Indian subcontinent, and towards East and Southeast Asia.

While many scientists once thought that only lighter greenhouse gases, such as carbon dioxide, could travel across the Earth, they now say that aerosol clouds can too.

"Biomass burning" from forest fires, vegetation clearing and fossil fuel was just as much to blame for the shrouding haze as dirty industries from Asia's great cities, the study found.

A large part of the aerosol cloud comes from inefficient cookers, where fuels such as cow dung and kerosene are used to cook food in many parts of Asia, says Mitra.

Acid rain
Using data from ships, planes and satellites to study Asia's haze during the northern winter months of 1995 to 2000, scientists were able to track its journey to pristine parts of the world, such as the Maldives, to see how it affected climate.

They discovered not only that the smog cut sunlight, heating the atmosphere, but also that it created acid rain, a serious threat to crops and trees, as well as contaminating oceans and hurting agriculture.

"It was much larger than we thought," said Mitra. The report suggested the pollution could be cutting India's winter rice harvest by as much as 10 percent.

The report calculated that the cloud -- 80 percent of which was made by people -- could cut rainfall over northwest Pakistan, Afghanistan, western China and western central Asia by up to 40 percent.

While scientists say they still need more scientific data, they suggest the regional and global impact of the haze will intensify over the next 30 years.

Nobel laureate Paul Crutzen -- one of the first scientists to identify the causes of the hole in the ozone layer and also involved in the U.N. report -- said up to two million people in India alone were dying each year from atmospheric pollution.

In the next phase of the project, scientists will collect data from the entire Asian region, over more seasons with more observation sites and refine their techniques.

But because the lifetime of pollutants is short and they can be rained out, scientists are hopeful that if Asians use more efficient ways of burning fuel, such as better stoves, and cleaner sources of energy, time has not run out.

Couple plan to clone a baby

(CNN) -- Bill and Kathy immediately set out to have a baby when they married in 1993. But after years of enduring fertility drugs, artificial insemination, in-vitro fertilization -- with no success -- the couple are turning to a controversial alternative to get the baby they so desperately desire.

They want to clone one, with the help of Kentucky-based embryologist Panos Zavos.

The couple, identified only by their first names, shared their story Monday on CNN's "Connie Chung Tonight." Following are excerpts from their interview with contributing correspondent Michael Guillen.

GUILLEN: Bill and Kathy want a baby so badly, they're going to have one cloned, using her DNA. It means flying in the face of huge public, political, religious and scientific opposition. But they don't care.

BILL: It's a concern, absolutely.

KATHY: And that's why we're in shadow, because we don't want to hurt that little life that comes into this world.

GUILLEN: Why is it so important then to tell your story to the world, Bill?

BILL: Education, so people slowly, slowly, or faster or faster, get to know what this is all about.

GUILLEN: At [a] secret lab, a team of doctors will take a plug of Kathy's tissue and harvest her DNA. Also, they'll take the egg from a younger woman and then replace its DNA with Kathy's. They'll implant that egg into a surrogate mother. If the pregnancy holds, nine months later, out will come Kathy's nearly identical body double.

GUILLEN: Why the decision to clone Kathy and not you, Bill?

BILL: Kathy suffered far greater than I did. She went through 24 months of drugs, of injectable drugs which could possibly cause cancer, and also, I think I'd rather have a girl than a boy. As simple as that. And God willing, if this works, maybe two years from now, we'll clone me.

KATHY: Why not? Instant family.

GUILLEN: Why not just adopt?

KATHY: Well, we have thought about that. You can adopt a baby overseas, and then in a lot of countries, what happens is by the time you get the baby, they've been so messed up in the orphanage where they are that you are taking on a health hazard.

GUILLEN: But isn't that an argument for all the more wanting to adopt a child like that, to show them some love and kindness?

KATHY: Yes, you're right. You're right about that.

BILL: But there is also nothing wrong with wanting your own, and having that right.

GUILLEN: But what about the medical risks involved?

BILL: We're not going to give birth to a monster or an abnormal child. If there is serious abnormality, absolutely we will -- and Dr. Zavos concurs that we will abort.

GUILLEN: When you said the word "abort," you know, lots of people are going think, oh my gosh, you're piling one abomination on top of another.

KATHY: Well, at least they'll have stem cells to possibly help improve someone's life who is having a problem.

GUILLEN: So you would harvest stem cells from the aborted fetus for purposes of research? But you know how controversial that is, too.

KATHY: Well, I'm a controversial person. I'm not politically correct. I never have been. I never will be.

GUILLEN: But there is yet another objection to this procedure. Even when animal clones seem to be born healthy, time-delayed defects often rear their heads. The famous cloned sheep Dolly, for example, appears to be developing premature arthritis. Dr. Zavos disputes the evidence, but he admits cloning is risky.

ZAVOS: For me to say that there are no risks involved, that would be a pure lie. And for me to say I'm not willing to take the risks, that would be finding me as a chicken. I'm neither one of the two. I'm a risk-taker, but at the same time, I'm a very cautious individual.

GUILLEN: As older parents, how are you going to cope with the child who may evidence some of these delayed birth defects?

KATHY: We'll face it and we'll deal with it.

BILL: If anyone can face and deal with it, it's us.

GUILLEN: Suppose you succeed. Suppose you have a child through this procedure. Will you raise it in secret? Or will you go public?

KATHY: We'll tell the world that this child was conceived through cloning when it's safe for the child, when the political climate and the emotional climate will be accepting.

GUILLEN: What will you tell the child herself? Would you tell her that she is a clone?

KATHY: Eventually, yes.

BILL: I think I would just tell the child that she was born by an in vitro process, without getting into specifics until the child is an adult.

GUILLEN: What if she just gets angry at you? Why did you bring me into the world this way, I'm a freak? I'm completely different than any other human being who has ever lived on the face of the earth. Are you prepared that this child could be angry at you for bringing her into the world this way?

KATHY: She's going to be treated like a very special person from Day One. And she's going to be loved, loved and loved, and she's not going to ever feel like a freak.

GUILLEN: Bill and Kathy believe it's their divine destiny to have a cloned baby.

KATHY: I think that God really wants us to do this, that it is the next step. I can't imagine any other reason why we haven't had a child, other than this is what we were meant to do.

BILL: We realize there are a lot of people against it for whatever reason, and hopefully they'll be educated and understand and be sympathetic, and change. I really hope so. I really would like their approval, but we're going to do it regardless.
