So Roger and Rafael are tied up once again at 16 TMS titles a piece. Either of them can possibly break it this year and they have the chance to both be ahead of Agassi. Obviously Federror likes to always show up in non-GS events so Nadal's chances to take this record are looking good at the moment. Not to mention there are still two clay MS events coming up (however not sure about Nadal's participation in Madrid) so another aspect in Nadal's favor.
Federer's record at TMS events since 2007 have been very poor. Something like 4 wins out of 25 events. Nadal on the other hand has won 10 out of 26 since 2007, granted 7 of those wins have been on clay.
It looks like the record is Nadal's for the taking, but IMO the 2 TMS events Roger won last year were quite surprising and random, so if he can also randomly turn up this year for 2 events, it will be enough to break the record.

You may be skeptical of both Roger/Rafael so you may want to take your chances and claim that Oscar Hernandez will come out of nowhere and win the next 18 TMS events.
Your name could also be SetSampras (or be his protégé) and claim that Sampras is auto-GOAT and will come out of retirement and hit massive backhand winners to win the next 7 TMS events to break Agassi's record.
Or none of these players interest you at all/you don't believe in their chances.
