Question about the draw/seeds

Federer can face Ferrer in the 4th round, who is seeded 17th. Shouldn't he face at least the 16th seed? What are the exact rules on this subject, I couldn't find them on AO or ATP sites.

In short, one seed was out, Isner was in as 33rd, some where moved around IIRC
