As far as I know, he was banned from ITF events, but that already expired. And yes, all Grand Slams are ITF events.

I was wrong! The ban was imposed by the ITF, but it has expired. He was not banned by the ATP

Tomic doesn't have great movement on hardcourts, this was going to be exploited even more so on the clay.
