If you want to seriously recommend it you should write in the managers thread or in the rules thread. I don't support using UTC as the standard time zone because historically the CET (or CEST) has been used most often, people have become accustomed to it and it's more convenient for most people.
I've already written this in the rule thread. If CET is kept, I think it is better to make it mean UTC +1 for the whole year and managers should use CEST if they mean UTC +2. It is not a good idea to change the meaning of CET between summer and winter. I'm not sure how many new players know the actual CET's meaning in TT. I just started to play TT. When I first saw CET in the deadline, I didn't know the its exact time. I googled it and was told that CET is UTC +1. So I always remember that CET is 7 hours behind my time zone. And today I encountered this problem and I googled the summer time in Europe and was told CEST(UTC +2) is used in Europe in summer. Maybe new non-European players like me don't know CET is equivalent to CEST in summer in TT because CET is always UTC +1 officially. So it's better to use CET only for UTC +1 and use CEST for UTC +2.
The OOP was posted by ibreak4coffee. Maybe he was also confused with CET. It's probably that he thought Rome always uses CET time so he takes the official OOP time (local 10am) as the CET time but he wasn't aware that Rome uses CEST in summer.
CET/CEST is really confusing.
