Footwork training

When is it advisable to begin basic tennis footwork training with relative beginners? By beginners I mean children or adults. For example, consider a 40 year old athletic man, a past HS track star, whose current playing level is between 2.5 and 3. By basic tennis footwork training, I do not mean advanced cone and ladder drills. I mean basic dynamic tennis balance, movement towards the ball (all directions) setting up for the ball, recovery, etc. My position is that such footwork training should be integrated with stroke production training very early on as opposed to introducing it only when stroke production has been mastered beyond a 2.5-3 level. If such basic footwork training should be introduced after stroke production mastery has been achieved at a certain level, what level would that be?
