Serve issue

I'm 6-11, have a powerful flat serve, and am trying
to work on getting to net more, snv.

My problem is, I have about a medium-high toss and
when I stand at the baseline to serve, I have
trouble getting the ball into the service box, even
if I try and take some power off of it. However, if I
step about a foot back from the baseline, it's fine and
I can hit as hard as I want and they stay in. So, what am
I doing wrong up at the baseline?

I can't really tell you what you are doing wrong without seeing you actually serve. I assume that you are hitting your serve long. There are a few ways to fix this problem. First, you could try tossing the ball more in front of you. Also, you can try using more spin. Hit the ball a little less flat. Put some extra slice on the ball or kick depending what kind of serve you are hitting. I could be more helpful if you could elaborate on the problem.

this sounds like something an expert in physics might be able to solve. i'm no expert but allow me...have you thought about having your racket custom fit. michael chang used a slightly longer racket to generate more whip on his service motion. if you are 6' 11" as you claim then it would seem to me that the length of your body would provide all the whip that's necessary and then some, the upshot of my point being: truncate the length of your racket, have it shortened.
