Well, nobody knows for sure since he hasn't played for a while. He's been training with other players in the US.
I find it less shocking than the Llodra one at the USO. At least Seb is the best player France has had in a while. It's like giving a WC to Mauresmo or Pierce, it would be hard to deny them a WC if they asked for one.
(Llodra, on the other hand, has done nothing to deserve that kind of special treatment over younger players imo.
But tough luck for Stéphane Robert, he just needs 2 more withdrawals.
