I know managers are trying to help players but sometimes OOPs are posted too early. OOPs do not have to be posted the second it comes out, there can be a more comfortable time later in the evening when more results are known. I've seen OOPs posted when half the matches aren't completed yet, don't do that.

Being a manager I know, more players send closer to the deadline anyways.

If in a match of qualy, the two players not send, advance to next round the player with best ranking, right? (without alternatives)

No, neither of these will advance. Instead the place in the draw will be taken by the best loser in the other matches (LL1).

For me it looks like managers decided to exchange picks. They did it in every round so it's ok.

juakos17's picks should be valid, as MathMul's doubles match was still undecided when the OOP was posted. And even if the OOP didn't say he should only send to Martin (MathMul confirmed it did), it wouldn't have meant he had to send picks to his potential opponent.

I just saw the discussion about juakos17's picks now. I'm sorry, it was definitely my mistake that lead to this confusion. As several other players here pointed out, when I first posted the OOP our doubles match was not decided, rogeda (we played each other in the first round). That's why I wrote that my potential opponents (juakos17 and valac222) should only send to dinkulpus, so I don't have an advantage by knowing my opponent's picks. Later during the night, Stakhovsky lost to Querrey, so my partner and me lost to you and Filipe, so I edited the OOP and removed the line, where it said that juakos17 and valac222 should only send to dinkulpus.
That wouldn't usually even be a problem, but I myself forgot this and apparently juakos17 didn't check either, so I received his picks very, very late. It was not his fault at all, but mine. I can only apologize for this mistake!

I say sorry to Filipe and rogeda for not looking careful that juakos17 missed picks in doubles and forgot to check my box, next time they will know that they should send every time

I definately agree that TOP30 players are treated as LE, but why cannot they be seeded? What is the reasoning behind this?

Yes, best loser from R1 is LL5, second is LL6 and etc.
