what rankings will be used...

what rankings will be used to set the entry list for this tournament?

the pre-Australian open, or the post-australian open?

The rankings from next week, which will be the same as this week - so, pre-Australian Open rankings.

do you know how many rounds of qualifying there will be?

I know there will be 8 qualifying spots?

In the past few years it has been like this:

12 qualifying spots
48 players
2 rounds

This seems to be pretty old. The Indian Wells main draw used to include 64 players (and hence 8 qualifier spots), as it says on this link, until 2003. Then it received an upgrade in 2004 - 96 players in the main draw and 12 qualifier spots, which is the current format and which has also been used in Miami for a while. If you take a look at the ATP calendar provided at their official site, you'll see that this year the size of the draw was kept - 96 players. So this link on the ATP site you provided me seems to be from 2003 or earlier.
