Decision of the ITF Board of Directors regarding Davis Cup venue for Israel v Argentina

The ITF Board of Directors has rejected the appeal by the Israel Tennis Association and upheld the decision of the Davis Cup Committee for the Davis Cup by BNP Paribas World Group play-off tie between Israel and Argentina on 12-14 September. The Davis Cup Committee ruled that the tie could not be held in Israel, and the Israel Tennis Association has until Thursday 14 August to nominate a neutral venue.

The Board agreed with the Davis Cup Committee that it was the ITF’s duty to ensure the safety of players, officials and spectators, and that there was a lack of certainty as to the security situation in Israel at the date of the tie.

As per Davis Cup Regulations 27 e (i), (ii) (a), (ii) (b):

If Israel chooses to play in a neutral venue, the Israeli Tennis Association has until Thursday 14 August to file a full completed application to the Davis Cup Committee for approval. Israel will be considered the home nation for the purposes of the conduct and financial arrangements of this tie and shall have the right to choice of ball and the surface of the court.

If Israel does not choose to play in a neutral venue, the Davis Cup Committee has the right to decide that the tie be held on a neutral ground or in Argentina.

If the Committee’s decision is to play on a neutral ground, both nations shall be considered visiting nations for the purposes of the conduct and financial arrangements for this tie. However, Israel would lose its turn in the choice of ground rotation. If the Committee decides to play in Argentina, then the Argentine Tennis Association would be responsible for the conduct and financial arrangements of the tie, including the choice of surface and ball. Israel would then have choice of ground for the next two meetings with Argentina.
Argentina leads Israel 2-0

Last meeting:
1990 World Group 1st Round: Argentina d. Israel (in Argentina) 3-0

Israel versus Argentina tie to be held in Sunrise
NEWS ARTICLE

The Davis Cup by BNP Paribas World Group play-off tie between Israel and Argentina will be hosted by the Israel Tennis Association (ITA) at the Sunrise Tennis Club in Sunrise, Florida, USA on 12-14 September.

The neutral venue was proposed by the ITA, who retained choice of ground after the tie was unable to be staged in Israel. The venue has been approved by the Davis Cup Committee subject to a successful ITF site visit. The tie will be played on outdoor hard court.

The Sunrise Tennis Club, that will provide a seating capacity of around 2,000 for the tie, successfully staged an ATP Challenger event for several years between 2004-10. Situated in south-east Florida, the city has large Argentine and Jewish communities, so both teams can expect strong support.

This is only the third meeting between the two nations, with Argentina holding a 2-0 advantage. However the sides have not met for 24 years, with Argentina winning 3-0 on their last encounter in the World Group first round in Buenos Aires in 1990. Argentina is looking to retain its place in the World Group for the 14th successive year, while Israel is looking for a return to the top division after a year’s absence.

A total of eight World Group play-off ties will be held on 12-14 September, alongside the two World Group semifinals between France and Czech Republic in Paris, and Switzerland and Italy in Geneva.

Re: World Group play-off: Israel vs. Argentina [in USA] (September 12-14, 2014)

That was too big a miracle to pull, even for this team of miracle-workers. It's still the greatest sports team Israel has ever had, in any sport.
Perhaps at home and with Weintraub healthy things would have been different, but we can't complain. They had Del Potro and Monaco gone, as well as Maxi Gonzales in the doubles, so if anything - the injuries show the huge difference in tennis depth between them and us. They can still field several top 100 players, we have to field an 800-ranked kid. They are a deserved world group team.

We'll see what happens now. Andy is gone, Yony is on his way home as well, Weintraub's health is questionable. Perhaps it's the end of an era. Euro Group 1 is also very strong and on paper Israel is one of the weakest teams there. Then again, every time we say obituaries for this team, they come alive again. We'll wait and see.
