"Doubles entries are due 21 days before the tournament. We get the lists here about 2-3 days after that."

When do we find out who else is playing e.g. the other 8? Do we have to wait for the draw?

Usually. Sometimes the tournament announces the wild cards early if they are names that might help move tickets, but that's the exception. A lot of the singles teams just get together after they arrive on-site (Friday or Saturday).
