IMO, it's maturity. He's in his early 20s in 21 Jump Street. He was 40 when the first Pirates of the Caribbean was out.
That's part of it, yes. He's certainly improved with age. But I also think his features are more suited to a certain type of roughness. Clean-cut just doesn't work as well for him.

, but the scruffier and dirtier he looks, the hotter he becomes. At least to me, anyway. Maybe it's because there is a part of me that likes dirty. It is what is most appealing to me about Josh Holloway. Dirty with dimples is too much for me to resist.
