I know I'm in the minority here among 007 fans but my vote goes to Moore.
Connery was a greater actor overall but the best to impersonate 007 is Moore because he had humor, irony. He was Fleming's choice, actually. Broccoli and Saltzman chose Connery. His Bond was way funnier than Connery's. But it's actually all he had. Moore sucked in more dramatic roles like in The Man Who Haunted Himself.
But in my humble opinion, Lord Brett Sinclair (The Persuaders) is Moore at his best. Followed by Templar.
Edit: Oh and 007 stopped with Octopussy.
