Um, most of the people that own the big properties/developments these days are gringos rather than Ticos.
Wasn't really talking about Monteverde as far as condos are concerned (that's more the Pacific coast), though there are a ridiculous amount of hotels in the area for a property that's 'only' 10,000 hectares.
Yes, but tourism is now the main income for CR. And CR actually goes out of its way to invite foreigners to retire there. Given the small amount of arable land compared to mountains they know they have to sell the country to outsiders.
I know I sound like a broken record, but I used to get annoyed when tourists came to Cuba and declared how wonderful it was without McDonalds and Taco Bell etc. Wonderful for who? The Cubans I know dream of being able to eat a Big mac.
