Many millionaires and super stars bought houses down in the brand new islands, even Tiger Woods has one . They are something amazing already, and they are still under construction. The UAE is not Dubai and vice versa. Dubai is a separate "emirate" of the UAE (United Arab Emirates). UAE is pretty much a loose confederacy, the central government only has the power that the various emirs grant it, and while the UAE has a lot of revenue from oil, Dubai is mainly a city with a few outlying areas.

Indeed the link refers only to Dubai where obviously the oil doesn't come from. But believe me the money that it took to build the city in the first place came mostly from the black gold.
