Well he skipped Rome and Montreal under the pretext of "injuries" however I personally think it was just a matter of taking precaution and not wearing himself out too much.
The problem is, once he decides to play in an event he aims to win it, expending all his energy and by playing Miami there is a likely probability that he would make it far into the tournament. With only a week between Miami and Monte Carlo (with possibly DC in the middle) he never gives himself a real chance to prepare for that event- look at the last three years, two of which he skipped the event and this year he ran out of steam.
Monte Carlo has traditionally been a pretty accurate precursor on who the form players for the French Open are with the winner of that event either making the final of or winning Roland Garros. If Roger could prepare properly for it, and really give it his all and win it would set his confidence high for the rest of the clay court swing and increase his chances of winning in Paris.
