On what grounds do you say that?
Sure, he has an ugly game based around one huge strength, but when he clicks he can play some great tennis on the fast courts.
Truth be told, I think it would shake things up a little bit if he broke into the top one-hundred and started playing ATP events.
The guy's game is ugly to watch even on fast courts. I've seen him a few times and I would say that without a big serve he wouldn't be in the Top 500. Last year, arguably his breakthrough year, I saw him twice and on the baseline he was not much, if any, better than Felder (on grass) and Sidorenko (on clay).
Also I am rather surprised he is on the verge of the Top 100, since he really hasn't had that great a year thus far. Good run in Cherbourg and qualified for Montpellier, but that's really it.
I really doubt he could shake things up. On clay he would be a practical walkover for most guys (and that's precisely the season we're heading into). On grass he should do well, but he's still nothing like a Karlovic. And on hard he might get a win or two, but should struggle with his movement.
Anyways, this is nothing against the guy personally. He seems like a good guy. But for me there are few players whose game I dislike more.
