Luncanu is at his second Challenger MD since 2010, he played only a couple a weeks ago at Arad where he received a WC, so he surely was nervous today. And Panfil isn't a bad player, the only time I saw him play he impressed me, demolishing Ungur 6-1 6-4 in a Challenger. I'm surprised he didn't get higher in the rankings...maybe lack of funds to play more, or just inconsistency...
Luncanu drawn Jan Minar, who is not really a claycourter or not as much - and good - as his brother to say the least...so he might have a chance there.
But he's been in good form, winning some futures and not dropping a game in his first two qualifying matches. Panfil isn't bad, but he's not that special either. Like Luncanu, he has been struggling to make the jump from Futures to Challengers.
