Yeah, Johnny's ineligible for a national ranking.

He must play national open tournaments for that. So, about his level. He's here:

Challenger level
Futures level
National level
Regional level

Yeah. And if we add 200 for each state in the US (maybe except Hawaii and Alaska), we get about 9600 players potentially better ranked (not necessarily better) than him.

Nothing. In terms of national associations of tennis anyway. Some countries, like the US have district rankings. Like Johnny is in Region 6 of Florida. But this is not universal, Romania doesn't even have regional rankings, although it does have regional tournaments. Of course, below that is the amateur level. Romania has "Tenis Partener" for instance, where anyone can play. I think the US has the National Tennis Rating Program as equivalent:
