Shouldn't we know by now?

"By no later than June 28 2004 the NOC's shall advise the ITF which of their eligible players have been selected to compete in the singles and doubles competitions"

Doesn't that mean that we should be able to find all of the players goind there by now...and if not all the ones with direct qualifications.
Some countries like France, USA, Spain and Argentina have already said which will be their teams...but what about the others?
