I don't think he'd ever skip a tournament where he's the defending champion. He'd probably think he could win it again.
Agreed but the IW-Miami stretch is one helluva grind if you go deep at both and neither are that important in the grand scheme of things. Trading Miami for one or maybe two RG warmups would probably be a net gain for Federer as far as maintaining health goes and he no longer needs to be hyper-focused on WB to the exclusion of any play on clay.
I'd think the way this year's #1 chase is going plus his physical issues post-WB would make him rethink taking such a long break and skipping the 3-4k potential points at warmup clay Masters and then RG. He's surely going to do something
different with his scheduling next year. Rotterdam's another tourney that could help soften the blow of skipping Miami if passing up HC points is anathema to him.
