Federer shouldn't be tired. He only played five matches in IW and they were all short and straight set wins. He definitely should play Miami and try to win it and then skip two clay masters.

Even being a weaker draw without #1 and 2, I´d rather see him putting little effort in this and then go relaxed into the clay season, he´s not 20 something to risk that much and Slams are priority #1, specially after AO17, otherwise we might not see him play in USO this year

Madrid would favour his style of play but I prefer Rome as he has never won there and it's a better tournament. If he wins Miami, he would have 3000+ points gap on both Murray and Djokovic, so he can afford to skip two clay masters.
