Queens has stronger field.

The current greatness league of active players in order of achievements to date (a factual comparison rather than fan biased assessment):

Federer 17 GS, 6 Year End Masters, 24 Master Series.
Nadal 14 GS, 27 Master Series, 1 Olympic Gold.
Djokovic 9 GS, 4 Year End Masters, 24 Master Series.

I like Halle

1) Fed will be there
2) I like the atmosphere
3) The grass is supposedly a lot similar to Wimby than Queens

Queens... For me, the situation is similar to that of Sydney or Kooyong as a lead up to the Australian Open.
Kooyong and Queens are a no brainer: better players play there (therefore better competition and better matches for us to watch) and it's closer to the tournament site (in the same city) so you can get used to the surroundings, and settled into where you're staying and can even practice on the Wimbledon courts!

Difficult to say, but I prefer Halle.

With Federer, Nalbandian, Baghdatis, Kiefer, Nieminen, Haas, Berdych, Gasquet, Rochus, Safin playing in Halle you can't say that Queen's is much better.

Queens is much better

Maybe that is a good lineup but 'most' of the true grass court threats are at Queens.
