Is Rotterdam the weakest tier II ever?

Looking at the draw, I was surprised to see no top 10 in it. Has it happened to a tier II tournament before? I started following men's tennis only recently, so I'm not sure, but if so, why is the field so weak? I looked at the past draws of the tournament and it seems to have drawn quite a few big names, but this year, with the highest ranked player being Cilic, who is not even in the top 10, can't help wondering what's going wrong with this prestigious tournament. Can anyone enlighten me on this? I can't sleep without solving this enigma.

By the way, Kei should have entered this tournament instead of the tier III in Memphis. He could have won the title just as easily with extra 250 points, which would have helped him return to top 5, where he should rightly belong.

Federer only just recently pulled out of Rotterdam plus Kei has won this event the last few years so he likes playing there.

Federer dropped out after his injury and Gasquet dropped out after Montpellier, so there were supposed to be 2 top 10s there. I'm surprised Tsonga played in Argentina rather than an indoor 500 though, he would've been an easy favourite here.

To be fair, last year it had 4 Top 10 players, the year before it had 5. This year it's just been unlucky, given that it's a regular spot for Murry too, it would have had the World nos 2, 3 and 9 if not for injury/childbirth

Had two top-10's (Fed & Gasquet), but they both pulled out with injuries.

Last year it had Andy, Stan, Berdych, and Raonic, but all four decided to take the week off this year.

The original entry list had 2 top 10 players but Federer, Gasquet as well as Kyrgios all pulled out due to injury. Murray as we noted has taken February off due to baby. Not sure why Wawrinka and Berdych didn't come back though. Raonic who was here last year as well was aready contracted to take part in the NBA All-Star weekend.

But ya this has become a weak field.

Yes this would've been a great chance for Raonic to win another title and get back into the top 10.
