I don't know of any Russian swimmers who have been done for doping, and the thing is that most the swimmers live abroad and therefore have to comply with their residential country's drug testing procedures - so you can't really blame it on a Russian cover-up
On the other hand, many US swimmers have been caught red handed, receiving nothing more than a temporary ban outside of any major competition. Many of these swimmers went on to dominate at the Atlanta Olympics - the likes of Jenny Thompson, Amy van Dyken, and a few others in the US women's team. And on this, the Chinese swimming federation is probably even worse than the American one.
Interestingly enough, I don't think I can recall a male swimmer being done for performance enhancing drugs - other than a handful of guys who tested positive for marijuana
