As much as it hurts me to say it, Nadal is an underrated returner.

Sure his returns are short, but he gets MNAY in play. And with the rest of his game he can win the point.
Of course if he wasn't so fast, he should stand closer to the baseline on return and wouldn't get as many on play.

Ferrer in that most players consider it better than Murray's at least if not Djokovic's.
Melzer comes to mind

Yes. When he is OK, Mayer knows how to win against huge servers, like Isner, Raonic, and Janowicz
I think Nishikori and Melzer are also good returners, too.
