not exactly : IIRC the tests are conducted by the ITF following WADA recommendations.
There's a sort of distant control of the ITF activity by the WADA, but anyway from a practical point of view and on a daily basis, the ITF is the organization which conducts the tests.
If they know about a positive test, they have to inform the WADA but if they don't do it, it's possible the WADA is not informed
Anyway, it's better than when the ATP was the organization doing the tests like in Agassi's time, as the ATP really had too many direct interests,
and I don't believe in a silent ban at all as far as Nadal is concerned.
