He's correct in a way. Tsonga is by far #1 in this category but there's a fine line between being offensive and downright reckless, one that Tsonga often finds himself in the wrong side of.

In this era, Tsonga would need to understand the concept of percentage play to have any shot of progressing further.

Tsonga is one of the best players in the world due to his agressive play from baseline, his serve and even his net play. But I agree with you when you said "Tsonga would need to understand the concept of percentage play"...
