You have two choices, get entry from the LTA or get entry from the local tournament sponsors. Find out who's in charge and start sucking up. Wouldn't hurt to start playing and beating every one you possibly can either.
There are four Futures tournaments near my home in June. The qualie draws for those events are full of local players aged 16 and up. They spend all year getting to know the tournament directors and making a case for getting a spot in the qualies. It seems to work, and the guys who are most deserving usually get in (and then they get spanked by the guys who have more experience).
