He is taking advantage of seat judges not enforcing rules that for a reason are in place. What is laughable is that sometimes when he is facing a strong player (obviously not a chance today for that to happen) they give him a warning for taking too much time between points, but they never give him a second (more than that would be dreaming) warning even though he doesn't make any effort to correct his misbehavior since he knows the seat judge would never have the balls to give more than that. Nadal can win even 20 slams before he ends his career and retire as the toughest grinder to ever have played tennis, but I just can't see past this crap. I guess we have to wait for the new generation of players to enter in top 100 and start to employ constantly this tactic, before the ATP will do something about it, because Nadal and Djokovic will always be protected.
